What standard to refer to when evaluating the surface resistivity of anti-static shielding bags
Surface resistance has replaced surface resistivity. According to the Preface of ANSI/ESD S541 "This document is a substantial improvement over Electronics Industries Association Standard EIA-541-1988. Updates include replacement of surface resistivity (ohms/square) with surface resistance (ohms)".



ANSI/ESD S20.20 Table 1 lists the minimum recommended specification range for ESD packages: dissipation 1 X 10E4 to < 1 X 10E11 ohms.
Shielded < 50 nJ tested according to ESD S11.31. NJ is the energy measurement in nanojoules, and the ESD S11.31 test procedure includes computer programming and an oscilloscope measuring the energy penetrating the shielding bag under 1,000 ESD events. Surface resistance was measured using a surface resistance test kit and energy penetration was measured using the test procedure described above.
