An ESD shielding bag generates an electrostatic discharge when its surface (inside, outside, or both have conductive properties) touches another conductor (such as an ESD grounding mat). In order for a shielding bag to discharge, it must have conductive properties and be in contact with another conductor (usually ground).

Static bags, on the other hand, have antistatic properties, but may not have shielding, conductive, or MVB properties. The reason why all static bags are anti-static is that the bag will not be charged beyond a certain voltage (usually 250 volts) due to friction.

The choice of which bag to use depends on the needs of the equipment you want to protect. Conductive (in the dissipative range), anti-static, shielding and moisture barrier materials would make the best bags to protect most sensitive components, and of course it might be overprotective.
