Start by looking at what product you are handling, or which glove is more comfortable to use for your operators, whether you are using it in a clean room. Generally speaking, anti-static gloves have a longer service life than finger cots. Anti-static gloves also reduce the likelihood of a possible electrostatic discharge event (<1E4 ohms) compared to conductive finger cots. Gloves cover a greater surface area of the hand than finger cots. If your anti-static gloves can be worn more than 12 times, it is more cost-effective to use.
