One of the important considerations for choosing an electrostatic control method is to see if the charged material is a conductor or an insulator. If the conductor can be grounded, the static electricity on it can be easily controlled. The grounding wire simply provides a path that allows static charges to pass smoothly into the ground or from the ground.
When the conductor is grounded, all of its charge is neutralized, so it will remain at ground potential. However, since the charge cannot pass through the insulator, it is not useful to ground the insulator. Grounding the insulator does not eliminate static electricity.
